Man arrested in child predator sting indicted by grand jury

The man who was arrested in a child predator sting by the Lincoln County Sheriff’s Office in February has been indicted by a Lincoln County grand jury. 

Ronald R. Sparks, 52, of 150 Collins Spur Road in Eubank, was intercepted by the Lincoln County Sheriff’s Office (LCSO) on Feb. 24 while he was allegedly on his way to meet a nine-year-old girl for sexual purposes.

Sparks had been communicating with the nine-year-old, soliciting photos and discussing things of a sexual nature.
When the parent of the child contacted law enforcement, Det. Sgt. Michael Mullins then took over the conversation, pretending to be the nine-year-old.

Sparks was arrested and taken into custody. 

A grand jury indicted Sparks on April 12 on two counts of unlawful use of electronic means to induce a minor (under the age of 12) to engage in sexual activities and one count of distribution of obscene matter to a minor. 

His bond was set at $50,000. An arraignment has been scheduled for 10 a.m. on June 14. Det. Sgt. Michael Mullins testified for the Lincoln County Sheriff’s Office. 

Additional indictments: 

The following people were indicted by a Lincoln County grand jury on April 12: 

  • Randall D. Hancock, 46, of Waynesburg: two counts of wanton endangerment, one on April 18, 2023 by operating his vehicle in such a manner thereby wantonly engaging in conduct which created a substantial danger of death or serious physical injury upon two minors, and one count of operating a motor vehicle while under the influence of alcohol or drugs. Bond was set at $10,000. An arraignment has been scheduled for 10 a.m. on May 24. Deputy Ron Luster testified for the Lincoln County Sheriff’s Office. 
  • William E. Gilpin, 53, of Waynesburg: one count of trafficking in a controlled substance on Nov. 5, 2023 by knowingly and unlawfully possessing more than two grams of methamphetamine with the intent to distribute, sell or transfer. Bond was set at $7,500. An arraignment has been scheduled for 10 a.m. on June 14. Det. Sgt. Michael Mullins testified for the Lincoln County Sheriff’s Office. 
  • Jennifer M. Lee, 48, of Waynesburg: one count of trafficking in a controlled substance on Nov. 5, 2023 by knowingly and unlawfully possessing more than two grams of methamphetamine with the intent to distribute, sell or transfer. Bond was set at $7,500. An arraignment has been scheduled for 10 a.m. on June 14. Det. Sgt. Michael Mullins testified for the Lincoln County Sheriff’s Office. 
  • Joyce G. Terry, 48, of Hustonville: one count of trafficking in a controlled substance on Nov. 24, 2023, by knowingly and unlawfully possessing more than two grams of methamphetamine with the intent to distribute, sell or transfer. Bond was set at $7,500. An arraignment has been scheduled for 10 a.m. on May 24. Det. Sgt. Michael Mullins testified for the Lincoln County Sheriff’s Office.
