Grand jury indicts 19-year-old on sexual abuse charges

STANFORD – A 19-year-old arrested in connection with an alleged sexual assault on a Lincoln County school bus in March has been indicted by a grand jury.
Ryan Rayburn, 19, of 2865 U.S. 27 South in Stanford was indicted by an April 28 grand jury on counts of kidnapping; first-degree sexual abuse of person less than 12 years old; first-degree criminal abuse of person under age 12; and two counts first-degree sexual abuse of person 16 years old.
Stanford Police Detective Tim Morris investigated the March 16 incident during which Rayburn allegedly “engaged in deviate sexual intercourse” with an 11-year-old male and a 14-year-old female “by forcible compulsion,” according to the arrest citation.
Rayburn’s bail was set at $85,000 cash or property. Morris testified for the grand jury. An arraignment has been scheduled for 10 a.m. May 12.
A Lincoln County grand jury also indicted the following people on April 28:
• Tyler Miller, 25, 214 Powell St., Stanford: first-degree robbery by threatening and using physical force while committing a theft and causing injury to victim. Bail was set at $100,000 cash. Tim Morris with the Stanford Police Department testified.
In Lincoln County district court, the following people waived their right to be indicted by a grand jury and therefore were indicted by information on April 28:
• Zachary Boatley, 24, 247 West Buford, Lancaster: first-degree criminal mischief; third-degree burglary.
• Willie G. Hoskins, 48, 7120 Ky. 300, Stanford: theft by unlawful taking between $500 and $10,000.
• Otha G. Wesley, 12489 Ky. 1247, Waynesburg: first-degree possession of controlled substance, meth.
• Justin E. Sowers, 29, 1442 Ky. 1194, Stanford: first-degree possession of controlled substance, meth; resisting arrest.
In Lincoln County district court, the following people waived their right to be indicted by a grand jury and therefore were indicted by information on April  14:
• Maria L. Fajardo, 36: possession of a controlled substance, methamphetamine.
• John Kartholl, 26: second-degree escape from Lincoln County Regional Jail after being charged or convicted of a felony.
• Jansen Penman, 26, 118 Hilcrest Lane, Lancaster: first-degree possession of controlled substance, heroin; first-degree possession of a controlled substance, meth.
• Robert D. Samples, 48, 130 Sigmon St., Brodhead: first-degree possession of a controlled substance, meth; first-degree possession of controlled substance, drug unspecified.
• Anthony Smith, 31: first-degree possession of controlled substance, heroin; first-degree possession of a controlled substance, meth.
Gregory Smith, 52: first-degree possession of a controlled substance, opiate.
